Domestic wastewater utilities that discharge to surface waters must submit plans to the Department of Environmental Protection by July 1, 2023 to eliminate nonbeneficial discharges within 5 years, with full implementation required by January 1, 2027

DEP must initiate rulemaking by December 31, 2020 to establish a potable reuse program allowing treated reclaimed wastewater to supplement drinking water supplies, with rules requiring legislative ratification before taking effect

Counties, municipalities, and special districts must authorize residential graywater technologies and provide density/intensity bonuses to developers of projects with at least 25 single-family homes that install individual graywater systems

Private potable reuse projects developed as public-private partnerships become eligible for expedited permitting beginning January 1, 2025 and priority funding from the Drinking Water State Revolving Fund

Exemptions from discharge elimination requirements apply to facilities in fiscally constrained counties, rural areas of opportunity, and municipalities generating less than $10 million in total revenue
