Requires agencies to provide copies of lower cost regulatory alternatives and petitions to initiate rulemaking to the Administrative Procedures Committee within specified timeframes

Strengthens statement of estimated regulatory costs requirements by adding detailed compliance cost factors including filing fees, equipment, labor, professional services, and capital expenditures
