Allows property owners' associations to remove discriminatory restrictions from covenants by a simple majority vote of the board of directors, bypassing normal amendment requirements

Requires estates, interests, easements, or use restrictions created before the root of title to be preserved by specific reference to official records book and page number, instrument number, or plat name in the property's legal description

Protects comprehensive plans, zoning ordinances, land development regulations, building codes, and development permits from being invalidated by marketable record title provisions

Requires persons with land interests potentially extinguished by this act to file a notice by July 1, 2021 to preserve such interests
