Creates Section 877.28, Florida Statutes, making it a third-degree felony for persons who have been denied admission to, excluded, deported, or removed from the United States to enter or be found in Florida

Applies to individuals who departed the U.S. while an order of exclusion, deportation, or removal was outstanding under federal immigration law (8 U.S.C. ss. 1151 et seq.)

Exempts persons who received express consent from the U.S. Attorney General to reapply for admission from outside the United States or from a contiguous foreign territory

Exempts persons previously denied admission and removed who can establish they were not required to obtain advance consent under federal law
