Expands eligibility for certifying medically essential electric service to include physician assistants and advanced registered nurse practitioners, in addition to physicians licensed under chapters 458 and 459

Requires electric utilities to post certification process information on their websites and notify residential customers semiannually (via bill insert or electronic communication) about the medically essential service program

Extends certification period from 12 months to up to 60 months, with recertification materials sent 60 days before expiration (increased from 30 days)

Strengthens disconnection notice requirements for medically essential service customers, requiring utilities to provide notice at 15 days and 7 days before scheduled disconnection (previously 24 hours), with attempts to contact by telephone and in writing

Requires health care practitioners to inform at-risk patients about the medically essential electric service certification program and provide completed certification forms upon request
