Allows persons with developmental disabilities (or their parent/legal guardian) to request a capital letter "D" be displayed on their driver license for an additional $1 fee at time of issuance

Requires proof of diagnosis from a physician licensed under chapter 458 or 459 to obtain the "D" designation

Permits adding or removing the "D" designation between renewal periods for a $2 fee, deposited into the Highway Safety Operating Trust Fund

Waives the standard replacement license fee if the only change being made is adding or removing the "D" designation

Effective date contingent on CS/CS/HB 787 or similar legislation being adopted in the same legislative session
