Creates Section 430.84, Florida Statutes, establishing a framework for the Program of All-Inclusive Care for the Elderly (PACE) to serve individuals who need nursing facility-level care

Authorizes the Agency for Health Care Administration, in consultation with the Department of Elderly Affairs, to approve entities applying to deliver PACE services, with applications published in the Florida Administrative Register

Requires applicants to submit evidence of ability to meet federal CMS regulations, market studies estimating potential participants and service areas, and business plans with pro forma financial statements

Limits each geographic service area to one PACE organization, prohibiting duplication of services or target populations

Mandates that approved organizations submit complete federal PACE applications within 12 months of state approval or lose authorization, and exempts PACE organizations from chapter 641 (HMO) requirements
