Creates the position of Dementia Director within the Department of Elderly Affairs, appointed by the Secretary, to coordinate state policies and programs related to Alzheimer's disease and dementia across legislative and executive branches

Requires all state agencies to provide assistance to the Alzheimer's Disease Advisory Committee upon request, and mandates the Department of Elderly Affairs review and update the Alzheimer's disease state plan every three years beginning in 2020

Establishes 15 memory disorder clinics across Florida at medical schools, teaching hospitals, and healthcare systems for research, training, diagnosis, and treatment of Alzheimer's and related memory disorders

Lowers the age threshold from 75 to 70 years for the respite care funding allocation formula, expanding eligibility for county funding distribution
