Creates a conditional medical release program within the Department of Corrections for inmates with debilitating illnesses, permanent incapacitation, or terminal illness (death expected within 12 months), with a panel of at least 3 people to determine release eligibility

Establishes a conditional aging inmate release program for inmates age 70 or older who have served at least 10 years, excluding those convicted of murder resulting in actual killing or sexual offenses requiring registration

Requires the department to notify family within 72 hours and allow visitation within 7 days when an inmate receives a terminal diagnosis, and immediately initiate the medical release review process

Released inmates remain under department supervision with conditions including periodic medical evaluations, electronic monitoring if necessary, and community control requirements; release can be revoked for condition violations or if medical condition improves

Repeals existing s. 947.149 (conditional medical release under the Florida Commission on Offender Review) and transfers authority to the Department of Corrections under new ss. 945.0911 and 945.0912, effective October 1, 2020
