Clerks of court must accept partial payments for court-related fees, costs, and fines electronically, by mail, or in person, and must enroll individuals in payment plans within 30 calendar days of court order or release from incarceration

Monthly payment amounts for indigent individuals are capped at the greater of $10 or 2% of annual net income divided by 12, and courts may waive, modify, or convert fines and fees to community service based on inability to pay

Replaces the $5 per-month service charge with a one-time $25 administrative processing fee for payment plans, which can be paid in up to five equal monthly installments and waived for automatic electronic debit enrollees

Changes clerk notification to DMV for license suspension from mandatory to permissive, extends the notification timeframe from 10 to 30 days, and prohibits collection referrals or license suspension notices while individuals are incarcerated

Allows persons whose licenses were suspended before July 1, 2020 solely for nonpayment in non-driving-related criminal cases to apply for reinstatement upon payment of a reinstatement fee
