Creates Section 339.287, Florida Statutes, requiring the Department of Transportation to develop and adopt a master plan for electric vehicle charging stations on the state highway system by July 1, 2021

Mandates coordination with the Office of Energy within the Department of Agriculture and Consumer Services, Florida Clean Cities Coalitions, and other public or private entities in developing the plan

Requires the master plan to identify optimal charging station locations for short-range and long-range travel, including adequate coverage of evacuation routes

Directs evaluation of charging station technologies, economic potential, and strategies for building partnerships with local governments, utilities, and the business community

Requires annual updates to the master plan by July 1 each year following adoption
