Authorizes health care providers to refer patients to licensed hospitals in which they have an investment interest, but requires compliance with general prohibited referral rules

Requires health care practitioners to provide written notice to patients when referring them to out-of-network providers for nonemergency services, stating that additional cost-sharing responsibilities may apply

Mandates that the out-of-network referral notice be documented in the patient's medical record, with failure to comply resulting in disciplinary action against the practitioner
