Creates the Florida Office of Broadband within the Department of Economic Opportunity's Division of Community Development to develop, market, and promote broadband Internet services statewide

Designates the Department of Economic Opportunity as the lead state agency to facilitate broadband expansion, replacing the former Department of Management Services in this role

Authorizes up to $5 million annually from Florida's Turnpike Enterprise funds (out of $35 million allocated starting FY 2022-2023) for broadband infrastructure projects within or adjacent to multiuse corridors, with priority given to rural areas of opportunity

Defines "underserved" areas as geographic locations lacking broadband service with consistent speeds of at least 10 megabits per second downstream and 1 megabit per second upstream

Requires the Office to create a strategic plan for increasing broadband use, build local technology planning partnerships, encourage broadband adoption in rural and underserved areas through grant programs, and monitor FCC proceedings related to broadband deployment
