Amends the boundaries of Indian Trail Improvement District in Palm Beach County, effective October 1, 2020, by removing certain parcels (Parcels A, B, and C in Section 14, Township 42 South, Range 41 East) and adding four new parcels totaling approximately 127 acres along Northlake Boulevard

Requires the district to execute interlocal agreements with the City of Palm Beach Gardens and the Village of Royal Palm Beach before October 1, 2020, addressing use, maintenance, ownership, and payment for services and facilities within those municipalities

Authorizes the district board to expend funds for conducting a feasibility study on converting the special district to a municipality pursuant to section 165.0615, Florida Statutes

Permits creation of a public incorporation committee to hold hearings, review the feasibility study, and develop a draft municipal charter

Allows a referendum on district-to-municipality conversion upon petition by 5% of registered voters within the district boundaries
