Amends chapter 2004-397, Laws of Florida, to authorize the South Broward Hospital District Board of Commissioners to encumber real and personal property in addition to existing powers to acquire, purchase, hold, lease, and convey property

Expands board authority to acquire, own, develop, construct, operate, and maintain hospitals, health facilities, and health programs both within and outside district boundaries to serve district residents and state inhabitants

Allows the board to create separate legal entities involving other parties for facilities and programs, potentially exempting them from public property requirements under Article VII, Section 10 of the State Constitution

Restricts ad valorem taxes and non-ad valorem special assessments to be used solely for hospitals, health care facilities, and programs within district boundaries, prohibiting direct use of these revenues for purposes outside the district

Grandfathers existing operations by authorizing the district to continue all facilities and services it was engaged in as of January 1, 2020
