Adds statutory definition of "automatic tabulating equipment" as apparatus that automatically examines, counts, and records votes

Extends timeframe for public testing of tabulating equipment from 10 days to 25 days before early voting begins, and requires certified mail notice to party chairs and candidates at least 30 days (increased from 15 days) before early voting

Requires physically damaged marksense ballots during recounts to be processed through automatic tabulating equipment, with duplicate ballots created for any that cannot be properly counted

Authorizes manual recounts to be conducted using either physical ballots or digital images of ballots, with overvotes and undervotes identified and sorted either physically or digitally

Requires Department of State to adopt rules for certification and use of automatic tabulating equipment that is not part of a voting system; effective January 1, 2021 (except equipment testing provisions effective upon becoming law)
