Creates the "Youth Service Learning and Employment Assistance Initiative Act" establishing a summer youth service learning program within the Department of Education to match low-income and moderate-income students with summer employment at state agencies, school districts, local governments, and private businesses.

Eligible students must be ages 14-22, enrolled in a Florida secondary or postsecondary institution, in good academic standing, and responsible for their own transportation to work.

Requires state agencies and school districts to participate in the program; local governments and private businesses may participate voluntarily.

Mandates the Department of Education create a statewide employment hub website where employers post opportunities and students can search by geographic area and job type, with an online application system.

Employers may provide bus passes to participating students and must provide an honest letter of recommendation at the end of employment; program implementation is contingent on funding in the General Appropriations Act with an effective date of July 1, 2020.
