Creates "luxury ground TNC" category for companies connecting riders exclusively to for-hire vehicle drivers (limousines, luxury sedans) who elect regulation by notifying the Department of Financial Services

Removes "for-hire vehicles" from exclusions, allowing them to operate as TNC vehicles and eliminating the requirement to register TNC vehicles as for-hire vehicles

TNCs are shielded from vicarious liability for harm caused by TNC vehicles when the TNC has no negligence, has fulfilled all statutory obligations, and does not own or lease the vehicle

State preemption over local regulation is extended to cover luxury ground TNCs, their drivers, and vehicles, prohibiting local taxes, licenses, and operational requirements
