Defines "at-risk veteran" as a veteran or active duty member of the U.S. Armed Forces, National Guard, or Reserve Forces who suffers from mental illness (including PTSD), traumatic brain injury, or has concerns about their mental stability, and whose disappearance poses a credible threat to their own or others' safety

Requires the Missing Endangered Persons Information Clearinghouse to establish and maintain a Camo Alert Voluntary Registry where at-risk veterans can register themselves or through a legal guardian

Limits Camo Alert issuance only to at-risk veterans who have pre-registered in the voluntary registry, with activation requests restricted to the law enforcement agency having jurisdiction over the case

Makes knowingly causing a false Camo Alert a first-degree misdemeanor

Provides civil liability immunity to the Department of Law Enforcement, law enforcement agencies, media representatives, and communication service providers who act in good faith when recording, transmitting, or releasing Camo Alert information
