Revises the definition of "mental illness" to explicitly exclude dementia and traumatic brain injury, in addition to existing exclusions for developmental disabilities, intoxication, antisocial behavior, and substance abuse

Expands Community Action Treatment (CAT) team coverage by adding new counties/regions including Charlotte, Brevard, Bay, and Gadsden/Leon/Wakulla areas to the list of required service areas

Modifies the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program by allowing sheriffs, local law enforcement agencies, and managing entities to apply for grants on behalf of counties, and renames the advisory committee from "Review Committee" to "Advisory Committee"

Requires managing entities under contract with the Department of Children and Families to use a competitive solicitation process for school substance abuse prevention partnership grants, shifting administration from the department to managing entities

Mandates continuing education every 3 years for mental health professionals who conduct forensic evaluations of defendants, covering topics including forensic statutory requirements, alternatives to maximum security treatment facilities, and community forensic treatment providers
