Amends quorum requirements for the North Broward Hospital District board of commissioners from a fixed number of four to a majority of appointed and duly serving commissioners

Authorizes the board to own, operate, and maintain hospitals, medical facilities, and health care services both within and outside district boundaries, provided all facilities remain within Florida

Prohibits expenditure of ad valorem taxes and non-ad valorem special assessments levied within the district for any purpose outside district boundaries

Expands medical staff eligibility to include doctors of medicine, osteopathic medicine, dentistry, podiatric medicine, psychologists, and others authorized under general law (previously limited to MDs and dentists)

Changes the district's fiscal year from July 1-June 30 to October 1-September 30
