Amends the Jacksonville City Charter to change the Duval County Superintendent of Schools from an appointed position to an elected position with 4-year terms beginning with the 2024 General Election

Establishes a two consecutive term limit for the elected superintendent, making anyone who serves two full terms ineligible for the next succeeding term

Requires a referendum on the November 3, 2020 General Election ballot for Duval County voters to approve or reject the charter amendment

Allows the superintendent in office when the amendment takes effect to remain until the 2024 General Election, subject to existing contract terms with the School Board

Takes effect only upon majority approval by qualified Duval County voters in the referendum
