Expands the Statewide Office for Suicide Prevention duties to include acting as a clearinghouse for suicide prevention information, collecting annual suicide data by county and demographics, and advising the Department of Transportation on evidence-based suicide deterrents in infrastructure projects

Increases the Suicide Prevention Coordinating Council from 27 to 31 voting members, adding representatives from the Florida Medical Association, Florida Osteopathic Medical Association, Florida Psychiatric Society, Florida Psychological Association, Veterans Florida, and Florida Association of Managing Entities

Revises the definition of "mental illness" under the Baker Act and forensic mental health statutes to exclude conditions manifested solely by dementia or traumatic brain injury, in addition to existing exclusions for developmental disabilities, intoxication, antisocial behavior, and substance abuse

Requires jails to provide all medical records of defendants to the Department of Children and Families within 3 business days of a commitment order, and mandates that defendants returning to jail continue receiving the same psychotropic medications prescribed at discharge unless there is a compelling medical reason to change them

Adds crisis stabilization units licensed under s. 394.875 to the list of entities exempt from substance abuse provider licensing requirements
