Authorizes Florida courts with criminal jurisdiction to create and administer veterans treatment courts for veterans and servicemembers charged with or convicted of misdemeanors or felonies

Eligible defendants must have a mental health condition, traumatic brain injury, substance use disorder, or psychological problem, and must voluntarily sign a participant agreement approved by the court

Expands the definition of "servicemember" to include active/reserve military members, Florida National Guard members, current/former Department of Defense contractors, and current/former military members of foreign allied countries

Requires veterans treatment courts to implement key components including integrated treatment services, nonadversarial approaches, frequent drug/alcohol testing, ongoing judicial interaction, and partnerships with the U.S. and Florida Departments of Veterans Affairs

Effective July 1, 2020, with provisions allowing existing Military Veterans and Servicemembers Court Programs to continue operating under the new requirements
