Repeals section 39.9035, F.S., eliminating the statutory duties and functions of the Florida Coalition Against Domestic Violence (FCADV) and transfers those responsibilities to the Department of Children and Families (DCF)

DCF assumes direct operation of the domestic violence program, including certification of domestic violence centers, administration of contracts and grants, and annual reporting to the Legislature on domestic violence status

Removes FCADV from the capital improvement grant program process for certified domestic violence centers, with DCF now solely responsible for conducting needs assessments and awarding grants

Domestic violence fatality review teams are reassigned from FCADV to DCF for administrative purposes

Conforming changes update multiple Florida Statutes (including those related to food service inspections, child abuse death review committees, law enforcement training, and supervised visitation standards) to replace references to FCADV with DCF or generic domestic violence advocacy group references
