Creates the Florida Integrity Office under the Auditor General to investigate complaints alleging fraud, waste, abuse, mismanagement, or misconduct in the expenditure of public funds, with authority to issue subpoenas and review records of public agencies

Requires appointed public officials and executive officers to complete 5 hours of board governance training per term beginning January 1, 2021, and establishes fiduciary duty of care standards including acting with reasonable prudence and maintaining oversight of delegated authority

Strengthens whistleblower protections by requiring awards of 5-10% of savings or recovered funds (up to $50,000 annually) for employees whose reports lead to identified fraud or waste, and prohibits retaliation against employees reporting violations

Mandates that inspectors general report findings of fraud, waste, or misconduct to the Chief Financial Officer within 30 days, with personal liability for repayment imposed on officials, contractors, or employees responsible for diverted or lost funds

Prohibits state employees registered as lobbyists from participating in negotiation or award of contracts funded by specific legislative appropriations, and bars tax incentives from being awarded to state contractors or subcontractors
