Amends ch. 2001-320, Laws of Florida, to change Board of Supervisors elections from landowner-based voting to qualified elector (resident voter) elections for Pine Tree Water Control District in Broward County

Three of five Board members will be elected at-large in nonpartisan general elections; the fourth member appointed by City of Coral Springs and fifth by City of Parkland

First election scheduled for November 2024 general election, with seats 1 and 2 serving 4-year terms and seat 3 serving a 2-year term; all subsequent terms are 4 years

Candidates must be qualified electors and residents of the District, pay a filing fee of 3% plus 1% election assessment of the office's annual salary, or submit petition with 1% of qualified electors' signatures
