Creates the Florida Seal of Fine Arts Program beginning with the 2020-2021 school year to recognize high school graduates who demonstrate high skill levels in performing or visual arts

Requires students to complete four fine arts courses (three year-long courses plus one additional course) in dance, music, theater, or visual arts with a grade of "B" or higher in each

Mandates completion of two fine arts related extracurricular activities and at least 20 hours of arts-related community service with a comprehensive presentation on experiences

Commissioner of Education must prepare and distribute insignia for diplomas; school districts must maintain records, report qualifying student numbers, and affix the seal to diplomas and transcripts

School districts and the Department of Education are prohibited from charging any fee for the Seal of Fine Arts
