Extends license plate replacement period from 6 years to 10 years with $28 replacement fee ($2.80 collected annually), effective July 1, 2021

Increases presale voucher requirement from 1,000 to 3,000 sales for new specialty plates (4,000 for out-of-state college plates), and raises minimum active registrations to maintain a plate from 1,000 to 3,000, effective July 1, 2023

Caps total specialty license plates at 150 and requires annual discontinuation of the plate with fewest registrations, with warning letters sent to bottom 10% of plates by December 1 each year

Authorizes dealers and fleet companies to purchase specialty plates in lieu of standard plates, requires "DLR" or "FLT" designation, and allows permanent registration for certain heavy vehicles with annual tax/fee payment

Creates 32 new specialty plates including Ducks Unlimited, Auburn University, Walt Disney World, University of Georgia, Divine Nine, and Florida Native; also establishes Purple Heart motorcycle plates and Bronze Star special plates for veterans
