Increases Rural Infrastructure Fund grants from 30% to 50% of total infrastructure project costs, adds broadband Internet service improvements as eligible projects requiring public-private partnerships with communications service dealers

Restructures the Florida Development Finance Corporation board to have the Department of Economic Opportunity executive director serve as chair, requires the corporation to submit annual reports to the department, and adds a July 1, 2023 sunset provision with four-year review cycles

Requires regional economic development organizations receiving matching grants to post contracts over $35,000 on their websites at least 14 days before execution and include specific budget, performance, and travel expense information

Authorizes chief elected officials of local workforce development boards to remove board members, executive directors, or operational staff "for cause" including fraud, incapacity, neglect of duty, or lack of performance
