Nursing home facilities must provide residents access to records within 24 hours (excluding weekends/holidays) and copies within 2 working days for current residents or 30 working days for former residents, reduced from the previous 14-day requirement

Healthcare practitioners must provide copies of medical reports and records within 14 working days and access to examine original records within 10 working days of a written request

"Legal representative" is defined as a patient's designated attorney, legally recognized guardian, court-appointed representative, or other person designated by the patient or court to receive medical records

The bill removes the previous requirement that licensed facilities only furnish patient records after discharge, allowing patients to access records during treatment
