Amends Florida's "Sunrise Act" (s. 11.62, F.S.) to strengthen requirements before the Legislature can adopt new occupational regulations or substantially expand existing ones

Requires proponents of regulation legislation to submit detailed information to the relevant state agency, Senate President, and House Speaker at least 30 days before the legislative session begins

Mandates state agencies provide analysis within 25 days of receiving draft legislation, including implementation costs, anticipated license fees, impacts on small businesses, and effects on job creation and business competitiveness

Defines "transactional costs" to include filing fees, license fees, regulatory compliance costs, operating costs, and monitoring/reporting costs that would be imposed by proposed regulations
