Establishes the Data Innovation Program within the Division of State Technology to ensure state agency data is interoperable and to reduce standalone applications that cannot communicate with each other

Defines "information technology portfolio rationalization" as streamlining applications through software license optimization, application retirement, server optimization, eliminating redundancies, and standardizing technology platforms

Requires the Division to identify all data elements across state agencies, publish a comprehensive data catalog and data dictionary with common definitions

Mandates inventory of all existing interagency data-sharing agreements by June 30, 2020, with identification of unaddressed data-sharing needs and execution of new agreements

Requires three proof-of-concept pilot programs by December 31, 2020 with the Agency for Health Care Administration, Department of Health, and Department of Children and Families to demonstrate data interoperability with robust security and consent functionality
