Prohibits health care practitioners, facilities, and organ transplant entities from denying individuals with developmental or intellectual disabilities access to organ transplants, waiting lists, or related medical services solely based on their disability

Requires covered entities to make reasonable modifications to policies and procedures, including providing auxiliary aids such as interpreters, accessible materials, and supported decision-making services for individuals with disabilities

Allows disability to be considered only when a physician determines it is medically significant to the transplant following an individualized evaluation, but prohibits counting inability to independently comply with post-transplant care if adequate support systems exist

Bars health insurers, nonprofit health care service plans, and health maintenance organizations from denying organ transplant coverage solely based on an insured's disability for policies issued or renewed on or after July 1, 2020

Creates a private cause of action allowing affected individuals to seek injunctive or equitable relief in circuit court for violations
