Requires public officers and employees to disclose offers of prohibited employment or contractual relationships to their agency head, and requires solicited businesses to report improper solicitations to the Commission on Ethics

Mandates lobbyists to electronically register with the Commission on Ethics and requires principals to confirm authorization before registration is complete, with updated reporting requirements including email addresses and compensation categories

Effective date of July 1, 2020, with disclosure requirements for employment accepted between December 31, 2019 and July 1, 2020 due within 30 days after the effective date
