Authorizes the Governor to execute a new 20-year gaming compact with the Seminole Tribe of Florida, allowing the Tribe to operate slot machines, banking card games (blackjack, baccarat), raffles, and drawings at seven specified tribal facilities

Requires the Tribe to pay the state a minimum of $3 billion over the first 4 years, followed by revenue sharing payments of 25-45% of net win depending on revenue tiers, with 3% distributed to local governments

Creates the Pari-mutuel Site Redevelopment Program allowing eligible pari-mutuel facilities outside Broward and Miami-Dade Counties to relinquish all gambling permits in exchange for payments equal to 3 years of eligible revenue or $1 million minimum

Prohibits new pari-mutuel permits after July 1, 2020, bans relocation or conversion of existing permits, and requires permit revocation for facilities failing to make required payments or operate for more than 24 consecutive months

Restricts cardroom games to traditional poker played in a non-banking manner against other players only, explicitly prohibiting designated player games and any games where the house or any party serves as a bank
