Establishes the Friends of Florida Citrus Program within the Department of Citrus to support programs protecting and enhancing the quality and reputation of Florida citrus in domestic and foreign markets

Authorizes the program to receive private corporate donations, which must be deposited into the Florida Citrus Advertising Trust Fund

Creates the Friends of Florida Citrus Advisory Council with 5 members appointed annually by the commission chair, including one commission member, one citrus processor representative, one growers association representative, and two at-large members

Allows the Department of Citrus to loan or share employees with state/federal agencies, state universities, and the Department of Agriculture and Consumer Services for marketing and promotion purposes

Removes the statutory requirement that the department be staffed 5 days per week, 40 hours per week, effective July 1, 2020
