Requires a mandatory dissolution referendum for municipalities that have been in a state of financial emergency for 2 or more years (after June 17, 2004), failed to comply with financial emergency board agreements, submitted required financial reports more than 3 months late for 2+ consecutive years, or failed to resolve 5 or more findings from a grand jury or Auditor General audit within 12 months

Municipal governing body must set the referendum date within 30 days of meeting dissolution criteria; if they fail to act, the county governing body sets the date

Referendum must be held at the next regularly scheduled general election, with notice published weekly for 2 consecutive weeks prior in a local newspaper

Dissolution occurs if a majority of qualified electors vote to dissolve the municipality
