Expands the definition of "newborn infant" from 7 days old to approximately 30 days old for purposes of safe surrender at hospitals, emergency medical services stations, and fire stations

Authorizes the use of "newborn safety devices" (secure fixtures installed in exterior walls) at facilities staffed 24 hours per day, which must lock automatically and trigger an interior alarm when an infant is placed inside

Requires facilities using newborn safety devices to visually check the device at least twice daily and test the alarm system at least once weekly

Protects parents who surrender infants via newborn safety devices with the same anonymity rights as those who surrender directly to personnel, including protection from criminal investigation absent suspected abuse or neglect
