Creates the "Florida Instructional Personnel Fair Pay Act" and "Florida Educational Support Employees Fair Pay Act" to establish minimum salaries and guaranteed increases for school employees

Sets minimum base salary for instructional personnel at $47,500 effective July 1, 2020, increasing to $49,400 in 2021 and $51,376 in 2022, or provides a 5% increase (2020) followed by 4% increases (2021-2022), whichever is greater

Provides educational support employees a 5% base salary increase effective July 1, 2020, followed by 4% increases in 2021 and 2022

Requires the Legislature to fund the Florida Education Finance Program at levels ensuring instructional personnel and educational support employees earn a "living wage"

Excludes substitute teachers from the definition of instructional personnel eligible for these salary provisions
