Establishes the Ocoee Election Day Riots Descendant Compensation Fund Program within the Department of Legal Affairs to compensate direct descendants of individuals killed, injured, or victimized during the November 2, 1920 violence in Ocoee, Florida, with a maximum payment of $150,000 per victim

Requires the Department of Economic Opportunity to prioritize Black Business Loan Program applications from enterprises in areas directly impacted by the 1920 riots

Directs the Commissioner of Education's African American History Task Force to recommend ways to include the Ocoee riots in required African-American history instruction, with recommendations due by March 1, 2021

Directs the Secretary of State to work with the Museum of Florida History and the Smithsonian's National Museum of African American History and Culture to promote the history of the riots through exhibits and educational programs

Directs the Secretary of Environmental Protection to assess naming state parks or facilities after victims, and encourages district school boards to consider naming school facilities in recognition of victims
