Amends Florida Statute 616.242 to establish separate permit categories for permanent amusement rides (annual permits valid for 1 year) and temporary amusement rides (permits valid for 6 months or until relocated)

Requires owners and managers to submit annual affidavits of compliance and nondestructive testing from professional engineers or qualified inspectors certifying rides meet safety standards

Increases maximum administrative fines from $2,500 to $10,000 per violation per day (Class III category), with additional Class IV fines of $10,000 or more for violations resulting in serious injury or death

Exempts museums, institutions, trade shows, and specific ride types (skating rinks, bowling alleys, trampolines, inflatable rides, miniature golf, etc.) from permit, testing, inspection, and fee requirements

Authorizes the Department of Agriculture and Consumer Services to administer oaths, subpoena witnesses, compel testimony, and require document production during investigations, with court enforcement for non-compliance
