Creates s. 1003.4551, F.S., requiring the Department of Education to annually verify that school districts, charter schools, and private schools accepting scholarship students implement instruction on the history of the Holocaust and African Americans beginning in the 2021-2022 school year

Mandates schools develop implementation plans, provide ongoing professional development for instructional staff, integrate curricula across appropriate subject areas, and partner with state universities and community members for curriculum development

Requires district superintendents, charter school principals, and private school directors to submit compliance evidence to the department by August 1, 2021, and annually thereafter

Establishes penalties for non-compliance: salary withholding for district superintendents, charter violation status for charter schools, and loss of state scholarship funds for private schools

Amends s. 1008.22, F.S., to require statewide English Language Arts assessments to incorporate content from Holocaust and African American history in reading passages and writing prompts when appropriate
