Establishes the Prescription Drug Affordability Commission within the Agency for Health Care Administration to review drug prices, price increases exceeding 10% or $3,000 per treatment for brand-name drugs, and introductory prices exceeding $30,000 per year, with authority to set mandatory billing rates for drugs found to have excess costs

Prohibits health insurers and health maintenance organizations from denying coverage, imposing preexisting condition exclusions, or establishing premium rate differentials based on preexisting conditions for individual, group, blanket, and franchise health insurance policies

Requires premium rates for individual and small employer health insurance to be based only on individual/family coverage type, geographic rating area, age (limited to 3:1 ratio), and tobacco use (limited to 1.5:1 ratio)

Establishes an 11-member advisory council representing physicians, nurses, hospitals, insurers, pharmacists, pharmaceutical manufacturers, and patient advocacy groups to advise the commission on prescription drug cost issues

Effective date of January 1, 2021, with commission required to submit annual reports to the Governor and Legislature on prescription drug price trends and review outcomes
