Repeals the Florida Election Campaign Financing Act (sections 106.30-106.36, F.S.), eliminating public funding of campaigns for statewide candidates who agree to expenditure limits

Removes the requirement that candidates who received public campaign financing must return surplus funds to the General Revenue Fund

Eliminates the mandatory postelection audit of campaign accounts for candidates who received contributions from the Election Campaign Financing Trust Fund

Removes the $5 voluntary contribution option for the Election Campaign Financing Trust Fund from boat registration application forms

Takes effect only if HJR 1325 (or similar joint resolution repealing public campaign financing from the state constitution) is approved by voters in November 2020 or an earlier special election
