Renames Chapter 480, Florida Statutes from "Massage Practice" to "Massage Therapy Practice" and formally recognizes massage therapy as a therapeutic health care practice requiring regulation to protect public health and safety

Eliminates the apprenticeship pathway to licensure for massage therapists, requiring instead completion of a board-approved massage therapy school and passing a national examination designated by the board (existing apprentices licensed before July 1, 2020 may complete their programs by July 1, 2023)

Repeals section 480.042 relating to state-administered examinations, shifting to a national examination requirement for licensure

Updates terminology throughout the chapter, including changing "colonic irrigation" to "colon hydrotherapy" and adding new definitions for "massage therapy assessment" and "establishment"

Clarifies that massage therapy and acupuncture are excluded from medical benefits under personal injury protection insurance, prohibiting reimbursement for licensed massage therapists under PIP regardless of provider
