Creates the Wakulla County Airport Authority as a dependent special district under Chapter 189, Florida Statutes, to own, operate, maintain, and improve the Wakulla County Airport (approximately 15 acres, currently a small unmanned landing strip)

Establishes a five-member governing board appointed by the Wakulla County Commission, with initial terms of 2 years (two members) and 4 years (three members), and 4-year terms thereafter; members receive no compensation but are entitled to travel and per diem expenses

Grants the Authority powers including adopting bylaws, acquiring/disposing of property, collecting fees for airport facility use, entering contracts, applying for grants, issuing revenue bonds, and exercising municipal aviation powers under Chapter 332

Prohibits the Authority from levying ad valorem taxes, imposing liens, or expanding the airport beyond FAA minimum licensing requirements; requires maintenance of a 200-foot foliage buffer from Surf Road

Requires annual budget adoption and compliance with reporting and audit requirements; Authority debts do not constitute obligations of Wakulla County or other governments without consent
