Allocates at least $5 million annually from Florida Forever Fund proceeds to the Apalachicola Bay Area of Critical State Concern from fiscal year 2020-2021 through 2024-2025

Funds must be spent on projects improving surface water and groundwater quality, including stormwater management facilities, central sewage collection systems, and onsite sewage treatment installations

Eligible projects also include direct and indirect potable reuse systems and other water quality and water supply initiatives

Amends section 259.105, Florida Statutes (The Florida Forever Act) to add the Apalachicola funding requirement alongside the existing $5 million allocation for Florida Keys land acquisition
