Repeals section 985.686, F.S., which established the shared county and state responsibility framework for juvenile detention costs

Renames the Department of Juvenile Justice's "Prevention and Victim Services" program to "Prevention" and creates a new "Accountability and Program Support" program

Removes legislative findings and intent provisions requiring counties to dismiss pending litigation against the state related to detention cost-sharing disputes from before February 2016

Requires the Department of Juvenile Justice to calculate and notify each non-fiscally constrained county that does not operate its own detention facilities of its annual percentage share of detention costs by July 15 each year

Requires counties that do not provide their own juvenile detention care to budget sufficient funds for their share of total shared detention costs, paid in 12 equal monthly installments beginning August 1
