Amends Florida Statute 403.067 to expand management strategies for basin management action plans, including regional treatment systems, water quality credit trading, best management practices, and cooperative agricultural/urban water quality improvement projects

Requires cooperative agricultural regional water quality improvement elements in basin management action plans when agricultural sources contribute at least 20% of nonpoint source nutrient discharges and water bodies remain impaired despite implemented best management practices

Establishes a nutrient reduction cost-share program within the Department of Environmental Protection to fund projects including septic system retrofits, advanced wastewater treatment facility upgrades, and connections to central sewer, with a minimum 50% local match requirement (waivable for rural areas of opportunity)

Exempts rural homesteads (low-density residential properties up to 50 acres used for non-commercial purposes including home gardens and keeping of livestock) from agricultural best management practice requirements unless the land is classified as agricultural use

Mandates biennial site visits to verify implementation of best management practices, with annual progress reports to the Governor and Legislature beginning July 1, 2020, including data on compliance rates and enforcement actions
